Interested voters can join Town and Ward committees, which then unite to form the County Committee. Until 1937, “A jury of one’s peers” did not include womenBy Carol KammenWinning the vote in 1919 did not give New York women full citizenship.Eighteen years later, in February 1937, with much discussion, the New York State Senate passed the Kleinfield Permissive Woman Juror bill, allowing New York counties to determine who was eligible for jury duty. Tompkins County opted to make enrollment for jury duty voluntary for women, meaning that any woman registered to vote would be added to the jury lists. At the same time, any woman who did not care to serve on a jury could register her unwillingness to participate.There were practical reasons for declining. Some women, especially those in rural areas, could not get to the courthouse, either because they could not drive, or a vehicle was not available for them to make daily trips into the city. Others worried that their clothing would be viewed as inadequate for appearance in court.The Tompkins County Bar Association was not in favor of women being appointed to a jury, voting to disapprove of the change at a meeting in 1937. The League of Women Voters and the American Association of University Women, however, voiced strong support.In October 1937, with 35 women eligible to become jurors, Judge Simpson created a night school to instruct women on jury duty, as he believed women would be able to aid the courts. He commented that with “the advent of the automobile, and of women in business the number of women litigants is equal to that of men. It is only fitting that they should assist in giving the verdicts.”The classes were taught by New York Supreme Court Judge Riley Heath. He cautioned that women, “should remember that some witnesses are very plausible and convincing and that other witnesses are nervous and jittery and you must not accept their testimony at face value. On the other hand, the smooth talker may be perfectly honest and the man who is excited may be so because he is guilty. You have to decide, and it is a great responsibility, because the case may be very important from a human point of view.”Although his words sound condescending to us today, Judge Simpson was being realistic for the times. Some thought women might disturb the court, or might be swayed by a handsome lawyer, or by a sympathetic speech; there were even comments that attractive women in court might disturb lawyers.Judge Simpson said that the thing to remember was that, “you as a juror are the judge of the fact. … This is a responsibility which you must deeply feel.”I need to note that no such instruction or comment was made about male persons who were called to jury duty.In 1938 there were eight women’s names on the February Grand jury roll, listed by occupation and place of residence.The first woman called to serve was Mary Curtis, who was not willing to serve. In January 1938, Mrs. Hall, not identified by her given name, wife of the Town of Groton’s Chief of Police, accepted the assignment, saying, “my interest is in my home and my husband’s work.”It was not until 1975 that the United States Supreme Court ruled, in Taylor v. Louisiana, that, “a jury was not duly constituted without a fair cross section of society. That men and women were equally obligated to jury service.”Equality for women is not yet a given. We all should urge President Biden to publish the Equal Rights Amendment, which has already been ratified by the required number of states, that it might become established law as the 28th Amendment to the U.S. Constitution.It is time and the time is now.For another take on the last paragraph, see the Message from the Chair in this section.

Social Security, Medicare and veterans’ healthcare are on the block for next year—good thing we’ve sent a Democrat to Washington!By Ann Reichlin While careening towards a year-end government shutdown provoked by billionaire Donald Trump and his shadow president-elect, billionaire Elon Musk, GOP House leaders agreed to pass the current budget. They did so by promising GOP House members that they will slash Social Security, Medicare and veterans’ healthcare as part of a future budget agreement. According to the<a href="https://tcdemocrats.us15.list-manage.com/track/click?u=631a395b582a53d12df7817d6&amp;id=47c5073622&amp;e=06b3a41e6e" target="_blank" rel="noopener noreferrer nofollow"> New York Times,</a> the Republican leadership proposal said:“House Republicans agree to raise the debt limit by $1.5 trillion in the first reconciliation package, with an agreement that we will cut $2.5 trillion in net mandatory spending in the reconciliation process.”Let that sink in. Because Trump/Musk sabotaged the budget vote at the eleventh hour, GOP House leadership promised their radical members that the budget in the upcoming year will slash programs millions of Americans depend upon. If the next congress were to pass such an egregious piece of legislation, and Trump were to sign it, this would represent a profound betrayal of the American people.Behaving like arsonists with a burn-it-down mentality, Trump and Musk toy with peoples' lives and livelihoods for sport and attention. Their greed is simultaneously dangerous and pitiful: dangerous, because it puts ordinary Americans' lives at risk, and pitiful, since no matter how much power and money these two men acquire they are never content.Although the GOP controls Congress, their margins are slim, due in part to our efforts here in Tompkins County. Thankfully, we have sent Democrat Josh Riley to Congress to help hold the line against these two radical, irresponsible, pathological billionaires, their fellow arsonists and their enablers.

From the New York State Democratic Committee, <a href="https://www.nydems.org/" target="_blank" rel="noopener noreferrer nofollow">www.nydems.org</a>Governor Hochul today announced comprehensive new steps to increase law enforcement presence, expand public resources and strengthen mental health policies to make the transit system safer for New Yorkers. These new measures include partnering with New York City officials to increase NYPD patrols on subway platforms and trains; installing new protective barriers on subway platforms to protect riders; upgrading fare gates and delaying egress on exit gates to help crack down on fare evasion; adding LED lighting throughout stations to increase visibility; and updating and strengthening key mental health laws to ensure that New Yorkers with severe mental illness are connected with care instead of being left to languish on subway trains and platforms. These new steps continue the Governor’s ongoing commitment to prioritizing public safety and protecting riders and workers throughout the subway system.“Keeping New Yorkers safe is my top priority — and that means making sure our subways feel safe and are safe for every single rider and worker.” Governor Hochul said. “No one should be in fear that they’ll be a victim of crime as they commute to work, go to school or enjoy a night out — that is why we’re partnering with law enforcement, improving our infrastructure and ensuring that New Yorkers struggling with mental illness get the support they need.”Increasing Law Enforcement Presence Throughout the SystemGovernor Hochul will partner with New York City to increase New York Police Department (NYPD) presence on platforms and trains by temporarily surging patrol levels in addition to the National Guardsmen that have been re-deployed into the transit system. Approximately 750 NYPD officers will be stationed across New York City with an additional 300 in the train cars themselves. The increase in enforcement will prioritize 30 subways stations and transit hubs that account for 50 percent of crime in the transit system.The Governor will also work with New York City to increase police patrols on every overnight train for the next six months. NYPD officers will work from 9 p.m. to 5 a.m., and there will be a uniformed officer onboard every subway train in service during those hours.This expansion of law enforcement patrols builds on the Governor’s previous announcement in December 2024 to add an additional 250 members of the National Guard to support subway safety, bringing the total to 1,000 National Guardsmen stationed at subway entrances in points throughout New York City.New Public Safety Resources To Protect Riders and Prevent Fare EvasionGovernor Hochul will provide the funding to install platform edge barriers at more than 100 additional stations by the end of 2025. The selection of stations for the installation process will prioritize feasibility, including stations with standard car-stopping positions in segments of the 1, 2, 3, 4, 5, 6, 7, F, M and L trains. Among these train lines, stations with higher ridership levels and island platforms will be prioritized.To address fare evasion, Governor Hochul will invest in modern fare gates in more than 20 stations across the system in 2025, and an additional 20 stations in 2026. Additionally, exit gates will delay egress at 150 additional stations in an effort to reduce fare evasion. At the Governor’s direction, the MTA will prioritize stations with higher ridership traffic, accessibility features and those with high fare evasion. The piloted design used in the roll-out was solicited through the MTA’s “Request for Information” to qualify the next generation of fare gates across the system. Initial installation is scheduled to begin at 42 St-Port Authority, Delancey St-Essex St and Roosevelt Av-Jackson Heights.The Governor will also provide funding to install LED lighting in all subway stations throughout the system which will increase visibility throughout the stations.These new investments build on the Governor’s previous deployments of public safety programs and resources throughout the subway system, including a new proposal to ban assaulters of commuters and transit workers, improved coordination between law enforcement and district attorneys, and installing new cameras in subway trains throughout the system to help protect customers, conductors and staff.Expanding Mental Health Partnerships and ResourcesGovernor Hochul’s Safe Options Support (SOS) initiative has successfully transitioned nearly 850 unhoused individuals into permanent housing and continues to make progress. She has provided funds to add 1,000 beds, and to date about 700 have already opened. </li><li>Involuntary Commitment: The Governor plans to propose language to add an additional standard for involuntary commitment — she doesn’t take that lightly. Her plan does not criminalize homelessness or mental illness. However, if someone–because of their mental illness is unable to accept help to meet their basic needs like sourcing food, etc., then we must engage with them compassionately to connect them with the help they need. </li><li>Expanding Beds To Increase Access to Involuntary Commitment Standards: Currently, state law allows for involuntary commitment if you are an imminent threat to yourself or others. Governor Hochul is proposing to adopt a ‘grave disability standard’ here. 20 other states do this.</li></ul><h3>Supporting New York’s Families</h3>Governor Hochul fights for New York’s families the way she would her own and she knows families need support now more than ever. That is why she is making investments to ensure families across the state can thrive.<ul><li>Investing in Child Care: Governor Hochul has made it clear that we need to move to provide universal childcare. She is making bold first steps by proposing to invest $110 million in capital grants to increase availability of quality child care and by creating a substitute pool for child care centers to ensure programs do not have to close if a provider is sick or otherwise unable to provide care. Governor Hochul understands that childcare must be affordable and available to all parents. </li><li>Expanding Baby Benefit Program: Governor Hochul is proposing to enhance the baby benefit program–which serves TANF eligible moms– to $50 to $100 each month and $1,200 at the birth of a child — investments like this are designed to lift up families and reduce maternal and infant death in first months. </li><li>Baby Boxes: Governor Hochul is proposing a program that would provide baby boxes for moms which would include diapers, formula, onesies, information about developmental milestones, services, help and more. <h3>In Tompkins County, even the weather said, “Hands Off!”</h3>All around the country, voters—average people—turned out en masse to tell Trump and Musk to keep their hands off…everything they are trying to tear down.About 1,500 people (estimates range from 1,000 to 3,000) braved the predicted weather to gather and to give voice to our concerns. The weather lent a helping hand with unexpectedly dry, but typically gray skies.The gathering presented a united front to illustrate that, The power of the people is much stronger than the people in power.<h3>We Can Do It Together</h3>Speakers amplified the many different constituencies of the crowd: immigrants, academia, LGBT, climate and environment, young persons, Social Security recipients, veterans, and the faithful.We heard from Ana Ortiz, Risa Lew, Kady Now, Chris Thomas, Zillah Eisenstein, Ann Sullivan, Paul Ortiz, Reverend King, and others.<h3>We Are Not Alone</h3>We marched from the Commons to Meadow Street and spread out along both sides of a 1000-foot long stretch of NYS Rt.13. We chanted, waved, and held signs and we were joined by hundreds of honking vehicles. <h3>Contact your U.S. Senator</h3>Last week, the U.S. House of Representatives passed the Anti-Voter “SAVE” act with a largely party-line vote, 220-208.Consideration of the bill —known as HR22 / S128— is now in the hands of the U.S. Senate. The legislation, cleverly named the “Safeguard American Voter Eligibility” act, will require that every eligible voter provide documentary proof of citizenship to register to vote, even though voters in every state are already required to affirm or verify their citizenship status when registering and voting. Stories like Ryan Hamilton's are not unique in Texas, thanks to that state's abortion laws. They expose the lie that exceptions are made for rape, incest and life of the mother. They also prove that abortion is not just “a woman’s issue.”

Three Days in Hell

As we close the door on the 118th Congress, it’s tempting to brood over the business left undone by the least-productive class in congressional history. For women of my generation, it’s been yet another session in which Congress failed to make progress on adding the Equal Rights Amendment (ERA) to the United States Constitution.Originally proposed in 1923, the ERA in its current form was sent to the states for ratification in 1972, with a deadline extended to 1982. It was ratified by the required 38 states, but three of the states did so after the deadline, and five states subsequently rescinded ratification. The status of the amendment has been the subject of litigation ever since.In 2024, the pro-ERA organization Sign4ERA promoted a petition calling on both houses of Congress to recognize the ERA as ratified, and eliminate the timeline. (You may remember a visit from the Sign4ERA bus, which came to Ithaca in September.) The petition won support from all 214 House Democrats. We only needed support from four Republicans to bring the petition to the floor for a vote.But we couldn’t get them. At the close of the first quarter of the 21st century, the Republican congressional caucus stood united against gender equality.We, the voters, must hold them accountable in the 2026 midterm elections.In recent weeks there were calls for President Biden—an ERA supporter—to order the National Archivist to certify and publish the amendment in the Constitution. This yearning for a decisive stroke is understandable. But former Rep. Carol Maloney, who spent 30 years trying to push the ERA through the House, cautioned that this path was fraught with risk.“His intervention could set off a chain reaction, handing ERA opponents an opportunity to challenge the amendment in court,” Maloney recently wrote. “A judicial gauntlet with Trump-appointed judges risks obliterating decades of progress, forcing us to begin again.” Starting over would mean winning another two-thirds vote in the House and Senate, and ratification by three-fourths of state legislatures.“Congressional actions are the only viable route to affirming the ERA is part of the Constitution,” Maloney writes. “Article V of the Constitution is clear: the power to amend lies solely with Congress and the states. It is Congress that must act to repeal the time limit and recognize the ERA’s ratification by 38 state legislatures. The time for half-measures has passed.”Fixating on half-measures also provides cover for the real obstructionists. Republican leaders and their extremist, anti-woman followers have blocked the ERA effort for more than a century.
